NATURE OF INCIDENT: Child Abuse/Neglect

DETAILS:

On the above stated date and time, Vincennes Police Officers were called to investigate a personal injury accident in the area of Hart St. and Felt King Rd.Vincennes, IN. An investigation led Officers to uncover that the incident was connected to a domestic disturbance that had taken place between a male and female. It was also determined that 25 year old Kelsey Lynn Biggs of Felt King Rd. had been involved and had left her (2) year old child in her apartment when she went to confront the male approximately more than a block away. The child was suspected to have been unattended for over fifteen minutes. Biggs was subsequently arrested for felony Neglect of a Dependant Child charges. Biggs is being held in the Knox County Jail on $5000 bond.

NATURE OF INCIDENT: Intoxicated Person

DETAILS: Elissa Halter, 39 years old of Vincennes, was arrested for public intoxication after being found intoxicated in the area of ChicagoPark. It was reported that Halter had engaged in a verbal altercation with a resident on New Albany Avenue after urinating on his shoes.

Halter was lodged at the Knox County Jail where she is being held pending bond and court appearance in Knox Superior Court II.

Kevin W. Skipworth, 24YOA, Vincennes

Charges: Disorderly Conduct & Public Intoxication

Vincennes Police were called to Autumn Ridge after a fight erupted in or around Building 12. The above listed four men were still fighting and shouting as officers arrived, and all were taken into custody on charges of Disorderly Conduct and Public Intoxication. They were booked into the Knox County Jail.

Possession of Controlled Substance, A Misd.

Richard Culbertson was stopped by Vincennes Police in the area of Washington Avenue & Sycamore for Driving While Suspended. He was arrested for DWS and a search of his person revealed that he possessed marijuana and a controlled substance. Culbertson was then booked into the Knox County Jail.

DETAILS:

Arrested: Paul R Wilkes III, W/M/30 VincennesIndiana

Charge: OWI .205 BAC

VPD Officer was in the area of 1000 N 6th. He observed a speeding vehicle in the area. After stopping the vehicle near 6th and Locust, he found the driver to be the above listed person. Also the driver had signs of being intoxicated. The driver was transported to the Knox County Jail, and lodged under the listed charge.

On the above date and time, a Vincennes Police Officer arrested 27 year old Roger Dale Ravellette Jr. of Vincennes, IN at a residence in the 500 Block of Harrison St. Vincennes, IN. Ravellette was arrested for an outstanding Knox County Superior I Court Warrant for felony Strangulation and misdemeanor Domestic Battery. Ravellette is being held in the Knox County Jail on $5000 bond.

DETAILS: Michael Brough Sr. , 54 years old of Vincennes, was arrested at 818 North 12th Street for disorderly conduct and resisting

law enforcement after an altercation with his ex-wife over a set of keys.

Brough was taken into custody and transported to the Knox County Jail where he is being held pending bond and a court appearance in Knox Superior Court II.
